Our History
Bill Covington started CCR in 1999 as a San Diego restoration contractor: the company that shows up after a pipe bursts or a kitchen fire, dries the building, and puts it back together. More than twenty-five years later that is still the job. The company is family owned and operated, run day to day by his son Brett, and most of what we do is still rebuilding homes and businesses after a loss.
Along the way we became the contractor insurance carriers and their administrators send to their own policyholders. We are an approved vendor on more than ten carrier programs, an IICRC certified firm, and a California B-licensed general contractor with plumbing and roofing classifications. The same crews build kitchens, additions, ADUs, and commercial tenant improvements between claims.
We work San Diego County from Highway 76 to Highway 54 and from the coast to Santee, out of our office on Miramar Road.

What We Do
Two kinds of work, done by one company.
Insurance restoration. Water, fire and smoke, storm, and vehicle impact losses: emergency board-up and tarping by our own crews, extraction and structural drying to documented readings, and reconstruction under one contract. We scope in Xactimate, document the way carriers require, and stay accountable for the finished result because we are the ones who finish it. Remodeling and construction. Kitchens, bathrooms, additions, ADUs, and commercial tenant improvements, as a licensed general contractor. The scope is written before the contract and the materials are on site before demolition, which is how insurance work has to run and how a remodel should. See remodeling and construction.
How We Work
- One point of contact from the first call to the final walkthrough.
- Documentation from the first visit: photographs, moisture logs, and a written scope, in the format carriers expect.
- Our own crews for board-up, tarping, demolition, framing, drywall, and finish carpentry.
- Licensed trade partners we manage for electrical, plumbing, HVAC, and roofing, under one contract with us.
- Straight answers. If a loss will not be covered or a repair will not match, we say so before you spend money.
Who You Will Work With

- Brett Covington, President. Runs the company day to day, performs roof inspections for cause-of-loss determination, and writes the comparative estimates and expert opinions.
- James Short, Vice President. Leads mitigation. IICRC certified in water damage restoration, applied structural drying, commercial drying, and applied microbial remediation.
- Jennifer Negrea, Director of Reconstruction. Runs the rebuild side, from scope approval through the punch list.
- Drew Payson, Controller and Office Manager. Billing, carrier payments, and the paperwork that keeps a claim moving.
- Bill Covington, Founder. Started the company in 1999 and remains an owner and advisor.
Project managers and coordinators handle scheduling and day-to-day communication on every job, and the field team is IICRC certified with management oversight on every loss.
